Developing Hazards

Developing Hazards are hazards which force you to do something about then now

If you look between the motorcyclist and the pedestrian you can just see a young cyclist pedaling towards you. This young person is about to steer towards the kerb. At the moment they are a potential hazard because they might steer towards the road. As soon as the handle bars turn they have crossed the line and become a developing hazard.

Will they stop or not? It does not matter really. You will have spotted the developing hazard in advance and decided what your options are in case they do turn.

This is only one example of a developing hazard. To give a couple more:

You can see a pedestrian waiting by the kerb. They become a developing hazard when they step off the kerb onto the road surface.

You are driving along a main road and see a car slowing at the end of a side road on the left. If they do not stop in time there will be an accident. This is a developing hazard from as soon as yu spot the vehicle right up until the time that they actually stop.
